This will give them something that "validates" their relationship. In present times a piece of paper is worth a lot. For those that have this problem this could be a big relief. Miestra, correct me if i'm wrong, but i believe the fundamental problem is to grant the same civil rights to homosexulas couples. We can't grant those rights. We don't discriminate them anyway... do you know a state where a Prime Minister and a Minister form a stable couple?
