    The next step in counting the votes is to redistribute the surplus votes (actual vote divided by how much they needed to win) of the winning candidates, in the order of their first preference votes (so, the biggest surplus gets distributed first). As we had a tie for first place between Gjermund Higraff and Eiric Börnatfiglheu, the DemoChoice voting software "flipped a coin" and redistributed Gjermund's surplus first.

    Round 2 results

    As you will see, Gjermund's surplus split evenly between the other two ZRT candidates, Txec dàl Már and Davïu Rôibardét. None of it went to the Blue Wave.

    Seeing as the redistributed surplus votes are just enough to bring Txec dàl Már up to the quota, I declare Txec dàl Már (ZRT) to have won the fourth seat in the Chamber of Deputies on the second round of counting. The battle for the last seat is still open between Davïu and GV.

    The next step will be to redistribute Eiric's surplus votes. Back here in an hour.

    The next step is to redistribute Eiric Börnatfiglheu's surplus, between the two candidates who are still fighting for a seat (GV and Davïu).

    Round 3 results

    The surplus goes 2/3 to Davïu, 1/3 to GV, showing that Peculiarist voters on balance prefer ZRT to Blue Wave canddiates.

    OMG THIS IS SUCH A CLOSE THING. Davïu takes the lead from GV. One more round remains - the redistribution of Txec E.'s surplus. Progressive voters' lower preferences will decide whether the Blue Wave gets another term in the Chamber, or whether they will be pushed out by a ZRT absolute majority...

    One more hour!

    Well... hell. The Progressive candidate's surplus divided 2/3 in favour of GV, 1/3 in favour of Davïu.

    ... a tie for the last seat. Crap.

    The DemoChoice software does not seem to have tiebreaking provisions for this situation - which makes me convinced that we will not use this software again, next time. We used to have tiebreaking provisions in the Electoral Law, but they were deleted when we shifted to using a software-based system. (Thank you very much Adiêns Glaçâ, whose idea I think it was to shift to just specifying the software! ;-)

    So... what is to be done? Tune in for the final and cataclysmic installment in the Seventh Chamber election.

    Last we heard, there was a tie for the fifth and last seat in the Chamber of Deputies election between Davïu Rôibeardét (ZRT) and Gödafrïeu Valcádac'h (Blue Wave). Specific tie-breaking procedures for Chamber elections were deleted when we shifted to an automated system. So, what to do?

    The former tie-breaking procedures are actually still in the electoral code, where they are still listed for use in Presidential elections. I quote from the Electoral Code, 7.2.7:

    Where at any time it becomes necessary to exclude a candidate, and 2 or more candidates
    having the same number of votes, have at that time, the least number of first preference votes
    transferred to them as provided by this Chapter, then whichever of those candidates was
    recorded as having the lowest number of votes at the last count or transfer at which they had
    an unequal number of votes shall be first excluded. If those candidates have had an equal
    number of votes at all preceding counts or transfers, the Secretary of State shall decide
    which of those candidates shall be first excluded.


    In plain language: if there's a tie on the last count, take the result from the second-to-last count, if that's not tied as well. I take seriously the principle that our counting rules should be consistent between Chamber, President and Senäts elections, in that there's no reason for them to be different, and a decision must be made.

    I consider this course of action more democratic and less boring than rerunning the election, giving both candidates a seat, extending the election until someone votes to break the tie, or giving it to the candidate who had more [1] votes. If anyone doesn't like what I've done, sue me. I'm serious. Art and Grubi are bored shitless and will be pleased to hear from you. Otherwise be quiet. :-)

    So let's go back to the figures at the last count:

    It's obvious that Davïu is in the lead. Therefore, I officially declare that the fifth and last seat in the Seventh Chamber of Deputies will be occupied by Davïu Rôibeardét, and Gödafrïeu Valcádac'h shall be official runner up.

    There. I really need to collapse and sleep for a few days now. Congratulations to all successful candidates and their voters.

    Let's make this very easy and trust in this as being the most-democratic decision that could have been made. I, for one, have absolutely no problem with the way in which Miestrâ made the decision she made, and had it been me as SoS, it is the very way I myself would have broken the tie.

    Let us give a great congratulations to Daviu, and the best of luck to him in the upcoming term.

    And no matter how we may feel about Hillary and Barack, let us give great thanks that we are not the U. S. Democratic Party right now.
