| Üc Tärfâ Group: citizens (1365 posts total) (last post: March 10, 2008 - 08:29) Citizen #28: Ugo Truffelli | Respectables Membres de l'Assemblée, Cher Compatriots Cézembrians, Firstly let me congratulate to el Secretar d'Estat Ereufighleu and express my thanks for having accepted the position of Chancelier in this Election. The six months that have ended, has been the most enthusiastic in the recent life of our Island. After some months of discussions and confrontantions, we finally adopted (beeing the first province which started the Constitutional process) La Loi Fondamentale de Cézembre, the constitution of the Province. Soon after we elected the first Dude of the Republican era, and since now we are the only Province of the Republic with a working and running Government. Soon after having been elected to the Dudeship, on the 21st of December 2005 I've delivered a speech inside l'Assemblée, and I'm very honoured that what I've said has been mantained and confirmed. Today Cézembre it's still the brightest star in the Republic's Flag: we are the only Province with a running and functioning Government and we have accomplished all the objectives I've forseen for this term:
2.We have decided the national symbols that will identify Cézembre: the Flag, the Greater and Lesser Coat of Arms of the Province, the Arms of the Dude, the Assembly Logo, the Motto and the Cézembre Standard Time. We have still to identify the National Anthem, but it will be hopefully discussed inside the Ti Ar Sevenadur project; 3.We have approved a Code Électorale for the election of the Dude based on the Single Transeferable Vote, modified to be easy, but mantaining the coreprinciples of the system; 4.We have estalished a system of districts (les Chapelles) that helps the feeling of provincialhood and the real sentiments of “living somewhere” in Cézembre and in the Republic. In addition, it will help in the future to better manage a bigger, and more populated, province. 5.We have inserted in our Provincial Code provisions against Ex Post Facto laws. But Cézembre has another important and historical record, that has been also acknoledged by the Federal Institution. I've promised that one of the main objective of my Dudeship would have been that of establishing realtionships with the Province of Cézembre of the Kingdom of Talossa, basing it on the fact that we both have a common background of creativity, desire of doing and capacity. The first achievement of that relationship was the setting up of the first website managed by two institutions of both nations: Cézembre Gateway (www.cezembre.org); this is the demonstration of the serious intention of out both Cézembre to cooperate and this signal should be an exemple for both our Federal Government. In the area of relationships with the Kingdom, our Province it's leading the way! Cézembre has started to run alone and to grow, and I call you to don't stop the Process. In the June Election for the next Dude, I'll be again a candidate, and I will work to continue the developpment and the management on the same line that guided ourselves in these excitng months.
2. We will start a draft of a project called Ti Ar Sevenadur (“House of Culture” in Breton) that will be set up with the partecipation of the volunteering citizens and jointly with the Proince of the Kingdom, in order to create a proper Cézembrian Culture and Traditions (making also avaible the old Cézembre Arts Centre, of which MA Higraff has sent me the archive). It will also have the duty to make the Province more accesible for every person who lives in Europe, make Cézembre more confortable and accesible for everyone. 3. Another aspect I whish to develop is to create a system of ballot papers for the Session de l'Assemblée and Dude Elections, to allow the partecipation of those people who don't have frequent access to the web. In this months Cézembre created a proficuous collaboration with the “other” Cézembre and S:reu Brigâ and I developped a cooperation on the main Issues and we both have common goals and ideals for our Province. In this scenario have been set up the VCC-CRO Party in in the Royal Cézembre to carry most of the same objectives that we proposed, and fort his reason I'm founding a regional Party to work closly with the VCC: the Partie Populaire Cézembroise ( PPC ) , Cézembrian Popular Party, to carry on a «certaine idée de Province» that is focused mainly on the shared principle think globally and act locally. The VCC and the PPC hereby announce their born and existance as Sister Parties in order to keep our proinces always at the forefront, and to help a broader cooperation of both Talossan Nations.  The polices of the two parties and the business of the two Governments will be based on the principles that S:reu Brigâ and I exposed on the Speeches we delivered in both l'Assemblée Générale and les États Générales. Finally, the conduct of the Province will continue to be founed on those importan values of democracy, justice, equality, respect and partecipation. The targets are many, and everyone is important. Cézembre is ready to continue on the path opened 6 months ago and to grow and to be always one step ahead. And I'm ready to take up this task.
