I'll explain what Cúnstavail Brigâ and I have decided/talking about/projected while I was still in office:
(1) www.cezembre.org should be the home of both Governments.
-The home page should present briefly Cézembre and link to the website of both Governments. These website are DIFFERENT and SEPARATED but hosted on www.cezembre.org
-www.cezembre.org would host also:
[a] project/institution/etc...etc... of both Governments,
[b] anything realised by each Province that needs webpages
[c] possible, e-mails for every citizens
[d] possible, webspace free for every citizens
(2) Both governments will have the permission (user, pass, FTPaddres) to have access to the Tree of the website in order to be able to uplaod what needed. [this is the reason why we were thinking about moving to another hosting provider]
(3) Maybe could be created a "group" with people from both provinces to manage www.cezembre.org and all the administrative stuffs.

That's obvious. But infact there's a simple solution. I'm talking about the website to store laws, elections, information etc. A Blog is not suited to be an archive of laws.
We could install a WordPressBlog that can function as News, etc, COmunication.
But to store laws and do what www.cezembre.org/cez/ is doing, it's not possible that everyone can store them, but one or two (as you Dessin say) must do it. If someone want to partecipate writing pages to store vital information to the correct functioning of the province business, or whatever, he can. He should contact the Editor.
I'm not saying that is wrong the Blog, but in my opinion it's not suited to store laws etc...
And a blog can be installed on the site.
