Wait a minute. The less active provinces of an Internet based country are being called silly. I think you have that in reverse. :-)
Please don't mix Talossa and reality.
That's the best piece of advice I can give anyone.
It seems to me that what is being done here is nothing more than an attempt to replace a mundane central government with a temporarily active, imperialistic, and probably illegal provincial one.
IMO-this sounds like a great evil scheme to motivate folks into activity.
But can you pull it off? :-)
