This is a leftover of the fantasy fiefdom era. i.e. JJ made German a recognized provincial language because then he could make official decrees in German if he wanted to. I've left the language thing in here more as a guide so that any officers of the province (Governors, Judges, Ravers) know that all official writs of the province be in either Talossan, English, or both!

I disagree that this was here for sake of words. Typically Talossans living in Talossa made their flats, apartments, or homes the provincial capitols because that space was either owned by them, or at least controlled by them.
It would be difficult to erect a statue of Florencia's founder within the current capitol because it is not owned by a Florencian. Now if I decided to make a sculpture of myself in my living room out of mashed potatoes, I can do this without incarceration.

I did this to prevent a person from doing that very thing. We had some provincial jumping awhile back where folks would move to less populated provinces in order to take them over for political gains. When they failed they discussed jumping back. I don't want a tourist voting in my province. I'll have to check the Republic's Cons to see how easy it is to move around. Should have done that before I drafted this again, but hey.....that's what you guys are for. To point this crap out. If it's difficult to switch provinces we can kill this article.

I am flexible on this. I think Dave mentions 6 months below. I could live with that. I have no issue with someone using the Florencian Governorship as a stepping stone for greater politicking, but I'd like that person to season before doing so. Let the other provinces allow the idiots to jump in.
