Try to unhaze yourself and see if you can write up something that sounds sort of formal regarding the symbolism. We can always edit to make it read well. When in doubt, make something up. It'll probably read better that way anyway. :-) As for the colors, I have always been of the mindset that any provincial heraldry needs to somehow compliment or tie in with the theme of the country's heraldry.
