One could argue that the four stars are forming a fifth, four-cornered star in their middle. But you're right, these stars aren't necessarily meant to represent the number of provinces, they are telling a story about how the Republic was founded.

(On the EU flag, which AFAIK has been created as the flag of one forerunner of the EEC, there are twelve stars, symbolizing unity and completion on the blue of the sky. The stars didn't reflect the actual number of members of the ECSC, as the status of one member, the semi-independent Saarland, was disputed.)
