We don't really have any rules, so I was figuring that a simple majority would probably do it. But since there aren't any rules, anyone could insist on unanimity, or unanimity plus one, or something, I guess.
But then again, since there's no one around, we could be as sneaky as we like, and declare ourselves Co-Emperors of Maricopa, and start taxing everybody else. THAT'd get some attention.
