I refer to this :http://www.talossa.net/database/citizens.php.
Until we have a better system, this is the only assignements we have ! I know it is arbitrary : I have assigned people according to the various talks, and it isn't based on any law, but it is the only assignments we have right now. I guess it is better than nothing.

Plus, under ALL of the propositions, these people go into Maritiimi

Sure. But until then, it's not law. There is no law in place right now.
