    I'd say provincial, definitely. The other option would be to have two sets of lower courts, a criminal court and an administrative court (where I hope the former one wouldn't have much to do except perhaps libel cases). The High Court could be the same for both these branches.

    But I'd really prefer them to be provincial courts, to strengthen the provinces.
