> We needn't ever have colonies - although, of course, we've had that in the past. The only point of that clause is to make sure it's clear that provinces can't annex themselves a bunch of colonies.
Speaking as one of the co-authors, I concur. That list is a bunch of things that the Republic government may do, but the Provinces have no right to do.
