1 to 29 are reserved for general forums
30 to 39 are reserved for the legislative ( 36 to 39 reserved for the future Senate )
40 to 49 are reserved for the executive
50 to 89 are reserved for other government functions ( commissions, etc... )
90 to 99 are reserved for the judicial ( thought the high Court is currently 4 )
101 to 109 are reserved for provinces
