That the Second Draft Constitution be amended as follows:

1. Title Two, Article Two, paragraphs 8 and 13 are hereby deleted.

2. Title Two, Article Two, paragraph 22 shall be amended to read as follows:

The Standing Orders of the Chamber of Deputies and the Senäts shall be adopted by majority vote of each House and made public. Each House may decide to adopt a quorum for its decisions.

    That bill was designed to make ME happy. I should have been the one to second :-(

    In any case, I think it is important.

    If a house wants a quorum, it will be in the law, but at least, it won't be in the constitution.

    HOWEVER, I think the Quorum part is useless : Why say that a house can define a Quorum ? Anything not forbidden is allowed, no ?

    I will, in case you don't already know, vote against any and every effort to abolish legislative quorums. I believe them to be an absolute necessity.
