Can someone help me phrase it better ?

Title 2, Article 2.11 is changed from :
11. The President of the Republic shall dissolve the Senäts on the first day of December each year.
to :
11. The normal term of a Senator is 2 years. On the first day of December each year, approximatly half of the Senators seats are elected, with senators from Odd numbered provinces elected on Odd Years, and senators on Even numbered provinces elected on Even Years. If 2 or more provinces are joined to form an electorate, an election is conducted every year.
A new sub-paragraph is added : Title 2, Article 2.10 C :
10 C) The month after a province joined with another in an electorate reaches 5 citizens, an election is called for the election of it's first Senator. Likewise, all provinces without 5 citizens previously joined in an electorate have their assignment re-evaluated, and new senators elected when one is warranted.
