    11. The normal term of a Senator is 2 years. On the first day of December each year, approximatly half of the Senators seats become vacant, with senators from Odd numbered provinces elected on Odd Years, and senators on Even numbered provinces elected on Even Years. If 2 or more provinces are joined to form an electorate, an election is conducted every year.

    A new sub-paragraph is added : Title 2, Article 2.10 C :

10 C) The month after a province joined with another in an electorate reaches 5 citizens, all of the multiple province electorate seats become vacant, and new electorates are evaluated

    16. The Secretary of State shall begin a general election or a by-election whenever the Chamber of Deputies is dissolved or a Senats seat becomes vacant. By-elections shall be conducted and the outcome determined in the same way as general elections.
