No, not 3 years, that's way too long in Micronation time. 2 years is much better,

Why Jeff ? We have already set aside December for Senatorial elections.
I am trying to avoid having 2 elections at the same time.

We make a list of provinces, and number them from 1 to 5.
Odd provinces are under election on Odd years, Even provinces on Even years.
Simple, efficient.

The senate is never disolved : approximatly half of the seats go vacant in December.
