If you really think that there might not be enough different active citizens to fill at least 3 Senats places and 5 Deputies places, then I suggest you change your vote back again. :) Cross membership is ridiculous, as the only justification for two houses is to provide checks and balances, which is totally obviated if the same people are in both houses.

It's one of the features of the new Talossa that "multiple hats" are not allowed anymore. As a spectator, I always thought that it has been one of the mayor flaws of the Regipäts that there hasn't been a clear seperation of powers and roles - one could have been king, prime minister and a lot more at the same time.

Nope. The Organic Law prevented (and still does) the King from being Seneschal, Senator, and/or Uppermost Cort Justice.
However, what it did allow was the possible scenario of King Ben, PM/Senator Amy, and Senator/Uppermost Cort Justice Harry.
Not good.
