§3.6 New provinces may be formed out of the territory of existing provinces by Parlamînt, with the consent of the legislature of those existing Provinces.
should be amended like this:
§3.6 New provinces may be formed out of the territory of existing provinces by
§3.6.1 a motion of citizens of one or more province;
§3.6.2.1 consent of the government(s) of the province(s), if there is a provincial government;
§3.6.2.2 or consent of the Parlamînt, if the latter does not apply.
Needs a bit of rewording, maybe, but should make the provinces more grassroot, to keep provinces from becoming mere constituencies that can be tailored and retailored by the Parlamînt at whim. I'd like to suggest that this amendment will apply to all draft constitutions, without or with a Senate.
