Title One, Article Three, Paragraph 11 :

"The officers directly charged with the administration of Republic affairs in any province shall, as a rule, be citizens of that province."

I would add :

" or, upon request from the province, their federal counterparts"

This would allow a province to, instead of nominating it's own SoS, to use the Federal SoS even if he/she comes from another province.

Same thing for corts, or even some ministers like Culture for example !

A province might wish to have it's own Attorney General office, but be happy with the current federal Attorney General to administer it in it's provincial context.

Same apply for other offices, such as Culture Minister, etc...

I personally liked in the past that I was in the province containing the capital, and resent Eastern Canada losing it in profit to the south-east of the USA, but hey, what can I do about it ? ;-)
