As Chair of the Constitutional Committee, I hereby announce to the Convention as a whole, and to the world, that four out of the five members of the Committee (Chris Gruber, Jonathan Kelley and Martě-Páir Furxhéir) have agreed to a modified final draft of the Constitution for the Republic of Talossa.

I announce, therefore, that the constitutional process is complete, and this Convention is closed. Thank you so much to all Talossans who participated in this long, strange trip. When I took my seat on the Committee, nine months ago, I had no idea it would take so long to get here. But here we are. And I truly think this is the kind of constitution we can all be proud of.

The Definitive Draft of the Constitution of the Republic of Talossa is here. I hereby request that the provisional Secretary, M-P Furxhéir, make preparations to present it to the people for a referendum on its ratification, as provided in section 1 of the Appendix to the Constitution. I also hereby request that Secretary Furxhéir draw up a set of rules for the referendum to be presented to the Provisional Governing Council for approval, as provided in section 2 of the Appendix to the Constitution.

As one final note, I would make it clear that section 1 of the Appendix provides that this constitution must be approved by a 2/3 majority of those voting, and a majority of citizens of the Republic. Now that we have 20 citizens, that will mean that this constitution only passes if we get eleven PËR votes and no more than five CONTRÂ votes in the referendum.

I can assure you all that I, at least, plan to vote për. I hereby lay down my Chairwomanship and declare this convention closed. See you in the funny papers.

    Not without a bit of tolchocking here and there, but that said, let me tell all members past and present that I was glad to serve with them. Even when they were being donkeys.

    Has Secretary Furkheir done this yet? If not, making every reasonable allowance for the obligations of life, this former member of the CC politely requests that Secretary Furxeir get a move on.

    I am under the impression that the referendum is scheduled to begin April 1st Talossan time. If plans have changed, Secretary Furxheir hasn't told me any different. I would, however, urge the secretary to present the rules by which he proposes to conduct the referendum to the PGC, so we can make any last-minute whining noises that may be necessary.

    I'm not sure what April 1st is in New Zealand, but at least in the US, it's what the Romans would have called 'nefas'--not auspicious for announcing things. Most Americans will tend to think it's a hoax. People play very elabourate jokes on that day, sometimes going way too far, so everyone but very gullible or calendar-unaware people simply disbelieves any strange news item.

    It would be a deadly day for a terror attack, and I hope persons of evil never figure it out. Many people would disbelieve the first reports; emergency services, resigned to the usual flood of deranged (and very stupid, in these cases) hoaxes, might be slow to react. In any case, our motives are far happier--but perhaps let's push it up to April 2.

    One thing: it's spelled "Chirischtôval," not "Chirischtivál." If you can send this to me in RTF, I can fancy it up a bit with some of my 2,000+ fonts. :-)
