Not without a bit of tolchocking here and there, but that said, let me tell all members past and present that I was glad to serve with them. Even when they were being donkeys.

I hereby request that the provisional Secretary, M-P Furxhéir, make preparations to present it to the people for a referendum on its ratification, as provided in section 1 of the Appendix to the Constitution. I also hereby request that Secretary Furxhéir draw up a set of rules for the referendum to be presented to the Provisional Governing Council for approval, as provided in section 2 of the Appendix to the Constitution.
Has Secretary Furkheir done this yet? If not, making every reasonable allowance for the obligations of life, this former member of the CC politely requests that Secretary Furxeir get a move on.
