The dictionary definition is “To incorporate (territory) into an existing political unit such as a country, state, county, or city.” Some territory may, by assent of its inhabitants/citizens, wish to join the Republic. What would it be called then? Annexation, of course.

That is "Seizure, espec. the incorporation of foreign territory after conquest." Hence my misunderstanding.

Nonetheless, I'd like to suggest that the constitution will use a wording that will not be misunderstood by foreign readers with only average skills in English - unless the constitution would be written in el Glheþ (sp.?), we'll have to take into account that we're all lingual minorites in our Republic.
