No, if a party has 3 candidates, only the first 3 quotients are calculated. We do not calculate the fourth one. Take a look at : http://www.talossa.net/database/electionresult.php?ElectionNumber=4, and you'll see what I mean.
6.. The Secretary of State shall then proceed to ascertain from a comparison of all the figures in the table as above, the highest seven quotients, or such other number as may be decided by Parlamînt as the size of the Chamber. These quotients shall be circled on the table.
7. In any case where the lowest of the numbers required to be ascertained under s.6 constitutes two or more numbers in different columns which are of exactly the same value, the Secretary of State shall circle all of these numbers.
8. The Secretary of State shall then proceed to ascertain the number of seats in the Chamber to which each party is entitled by adding the number of circles in the column of numbers under the name of that party.
