    What we need in the code:

    - It must be a set of rules for conducting elections and referendums, using an online secret-ballot mechanism, that are straightforward enough to allow any citizen to become SoS and use the machinery which M-P will set up.

    - It must deal with Presidential elections, Parliamentary general elections and by-elections, and referendums. Also, it should specify what happens if a vacancy happens in Parlamīnt between elections. (My preference is that the next candidate on that party's list takes the seat. If there are no further candidates, it stands vacant until next general election.)

    - I suggest that we use the d'Hondt system of counting votes (division by 1, 2, 3, 4...) because it will encourage bigger, more coherent parties. I suggest that we resolve ties by giving seats to all candidates with tied votes (which might mean we have more than seven Deputies at one time).

    - It must have rules for registering parties and guidelines for submission of party lists.

    I would hope that we have an Electoral law *before* we elect our first Parlamīnt!
