OK, I have to be off soon, but a first question. I'm a little confuse by the apparent conflict of these:

    s. 3. A) Subject to the provisions of this Act, the Secretary of State shall establish a system of anonymous voting, whereby each voter's identity is recorded as having voted, but it is not possible to connect any voter with any particular vote.

    s. 6 All details of votes and counts shall be published by the Secretary of State after the election is completed, to ensure the transparency of the system.

I assume the vote will be completely anonymous, but in that case s. 6 should be clarified so that it is mentioned that connecting the voter with the vote is not included in "All details of votes and counts".

Oh, I thought that would have been understood. A fair enough point. Trust me, no-one gets to know how anyone else voted in the Republic.
