Oh, okay. That sounds right - it sounds like the kind of silly thing GV would do.

What the... what does the Constitution have to do with it? The "Federal Code" is never mentioned in the Constitution. It has no legal standing at all - as I keep saying, it's an "accounting fiction" maintained as a tradition in the SoS's office. Therefore, the SoS's office can correct this mistake any time they like - and I would like them to do so.
People have made an argument that the Federal Code is a good thing, but no-one has ever believed that it was something mandated by the law or the Constitution. (Have they?)
