We are bound by the various laws and amendments that have been passed by the Chamber of Deputies (and by the Provisional Governing Council before it). The Federal Code is simply a way of arranging those laws, with no legal standing, which began on the initiative of an SoS and is therefore utterly informal.

No, the laws within it have the force of law. However, the Standing Orders are NOT laws and therefore should be taken out right now. They were put in mistakenly by an SoS, and they can be taken out by an SoS with no effort.

I must say that I am completely amazed that people seem to consider an "accounting fiction" which arranges the laws in a certain way - and which was never authorised by Parlamînt - like some kind of holy untouchable. Since the Standing Orders were put in there by an SoS with no legal backing at all, they can be taken out again. So please do so. :)

I should note once again that places like Britain and New Zealand have no equivalent of this "Federal Code". The Acts of Parliament are simply listed in chronological order, with amendments. Since this codification (which was NEVER AUTHORISED BY PARLAMÎNT I can't stress this enough) is popular, I'm not suggesting you abolish it, but I am suggesting that you can alter the way it is arranged at any time - and take out things which don't belong in there and were put in there by mistake, like the Standing Orders.
