Dermot | I think if people don't have respect for each other and want to fight, it won't matter what electoral system we use. If we want to turn it into a personal wrangle, then we will. So in that respect I have to disagree with Miestrâ, there is nothing intrinsic to STV that will have everyone at each others throats. Electoral systems don't make people hate each other, people do.
We can investigate three hundred different systems, but it won't change the fact that there is a simple logistical problem here that needs to be adressed. We need a Chamber of Deputies, and the list system has failed to provide us with a viable one. Smearing STV as the "drama ballot" is just a way of distracting from the colossal failure List PR, an otherwise admirable system I am a strong supporter of, has been for our little country.
All that said, STV is not the only way this could be done. I'm interested in panachage, where voters can effectively construct their "ideal" list from non-ordinal lists of candidates offered by the parties, or from independents. Each voter would get as many votes as there are seats to be filled, and can allocate each vote to one candidate from any of the lists. A quota is calculated (no. of votes/seats), and the candidates who get more votes than the quota are elected. Its a kind of cumulative voting, its used in Luxembourg and Switzerland as part of their (admittedly unusual) list PR systems.
