Same goes for write-in votes.

Thats where it gets interesting-right now, if you agree to pad out a list, and lightning strikes, you are elected against your wil. But with panachage one has the choice between all the candidates, and can, as a voter, not vote for placeholders or reluctant candidates.
The best way of making sure of not being elected remains, as always, not to run ;-)
