Miestrā, if you like to discuss the failures of the past, then please remember that on the first of March, the day on which the census is supposed to begin according to the law, the Peculiarist government was not in charge, as it hadn't been elected and formally appointed before around March 20. If your memory serves you well, after this date we had to deal with frequent inexplicable outages of our forums, which was why everyone was asking Andy to speed up things in the field of webspace nationalisation, so he certainly hadn't much time for caring about the Census. I also remember that it took some time until he was provided with all necessary informations for carrying out his duty, viz, the list of contact informations of all citizens. By the time when he was eventually prepared to do his job on the Census front, the government began to collapse and a long interregnum ensued, so "contemptuous refusal to carry out this basic duty" is an exaggeration, if not a falsification of historical matters.
Anyway, you're right, someone should get into the gears and commence with the Census one of these days.
