PART TWO:1:a random order according to surname -> random order
(what would random order according to surname mean?)
PART TWO:2 skipped out -> omitted (twice)
(a question of style)
Then a general question. If I read the law right, it is quite possible that an election might lead to not all seats being filled. Unlikely, but by no means impossible. What happens then?
