A hangover from an earlier draft where the word was "alphabetical", not "random".

That would mean one or more vacancies, which would be dealt as with in Part III of the bill. To wit, a by-election, and if that fails, vacancies until the end of the Chamber.

Surely as long as there were five candidates, all seats would be filled-in STV normally the highest ranking candidate(s) left without a quota are deemed elected...?

If there are, say, six candidates, and three of them are not ranked by any voter. You only have to indicate a FIRST preference... I can't see that any of those three would be elected then.

A quick test run using the software indicates you are correct. But any candidate that can't even get a last-place ranking on any of a dozen or more ballots doesn't deserve to be a legislator. In the above case there would be two vacancies and thus a two-seat by-election, at which people slightly less pathetic might want to nominate.
