A quick test run using the software indicates you are correct. But any candidate that can't even get a last-place ranking on any of a dozen or more ballots doesn't deserve to be a legislator. In the above case there would be two vacancies and thus a two-seat by-election, at which people slightly less pathetic might want to nominate.
