This was done in the pre-internet era where there was simply no means (apart from infrequent "Living Cosâs") for debate on legislation - you just had to vote "yea" or "nay".
The standing orders of the Republic's Chamber of Deputies are much more flexible, allowing for lots more debate and possible amendment. However, if there's a large volume of bills that need to be discussed, or if the Speaker is distracted, it's possible for confusing to arise on what exactly needs to be voted on.
THEREFORE: would it be a good idea to preserve the current Standing Orders, with the addition of a provision to bundle all bills and amendments that need a formal vote into a monthly or fortnightly journal?
