surely, but the debate must come first. we need to clearly define the possible ways, out of which the choices for voting may come out. simple YES/NO referendum will not create any result.

shouldn't we let el senäts sleep if we hardly have manpower to run current institutions? this is in my eyes unnecessary formalism.

yes, at least points 1, 3 and 4 are realistic and useful, IMO.

I hope that by the end of this term we'll have: An elected SoS ;-), a safe new forum, a saved, published backup of the current forum, an idea of where we'll find our collection of laws, XOs and other volatile informations. I'd wish we'd have the annual northern winter pre-election immigration wave phenomenon again, as we of the current government failed to increase immigration for yet another term in a row.
Afterwards, probably during the 7th term of the CoD, it would be fine to have an amended description of the SoS's job, like in your proposal.
As for "informal voting", I think we already had that in our set of rules, but I may be wrong.
An Emergency Powers legislation might be crucial at times, but IMHO this isn't something to be pushed through short before an election.
The "Penalty Box" thing, as much as (political) bullying might be an unwanted threat, could possibly be a "Pandora's Box", though, because it would be legally difficult to define "being a bully". It sounds like it is supposed to be an anti-misbehaviour-law rather than anything else... whereas, I'm not meaning to presume that unintentionally it could turn out to become a thought-control-law.

I do think sometimes that the Clameur de Haro might be an answer to the problem. With appropriate changes to the wording for a seculkar social federal democratic republic, of course. This would stop a thread for 24 hours, or "sin-bin" somebody, depending on what the suspension involved. But if it was found by a justice to have been frivolous, then the same penalty would be applied to the clameurer.
however...violent debate is hardly a problem for the Republic at the moment-lack of discussion is the problem, surely. so now would not be the time to mount barriers against even unreasonable speech. So I would be opposed to this sort of law for now.

Hmmm... High Court injunctions were used to similar effect in the old Kingdom, and I like the idea of opening up this field of juridical endeavour to private enterprise. ;-) If I ever do rewrite the Penalty Box act - since I agree it's not necessary right now - I will include facets of the Clameur de Haro in it.
