aren't we here to close to "crime of majesty misprision"? intuitively, i do not like this.

surely, but the debate must come first. we need to clearly define the possible ways, out of which the choices for voting may come out. simple YES/NO referendum will not create any result.

shouldn't we let el senäts sleep if we hardly have manpower to run current institutions? this is in my eyes unnecessary formalism.

yes, at least points 1, 3 and 4 are realistic and useful, IMO.
