I think there has been something similar in Penguinea which was called "The Government Gazette" (similar, not the same): A paper that chronologically enumerated the laws that passed the legislation and got the assent (or an withheld assent) of the Protector (sort of a constitutional benevolent dictator with no particular political powers).
The Clark, as I understand those who know more about the pre-revolutionary Talossa than I, is a monthly or fortnightly paper that enumerates laws that are waiting for a vote, briefly describing what they're about. The advantage of this is that no one will have to browse through tons and miles of messages on the CoD and other governmental forums to find out what the legislators are up to. It might also help less active citizens to stay updated about politics in the Republic.
If we could merge this with the Peguinean Government Gazette thang, I would be very much in favour of supporting it.

Basically, all the laws ready for final vote are bundled into regular journals and all voted on at the same time. In the Republic, this would entail that whenever something was ready for final vote, you would hold it until the next regular publication of the journal, then publish the journal with everything ready for final vote in it, call for votes, and then announce results in the next issue.
Of course, we have a one-week voting period rather than a month so any such journal of our own would have to come out weekly. You could also bundle amendments into the journal as well, if that wouldn't be too confusing.

The CoD would have a set day of the week, say Monday, in which the Túischac’h (or whoever) would publish the list of Proposals that are ready for Final Vote or even new Proposals that are ready for amendment phase?
These would all be published into one collective forum post and then the Deputies would vote on them as a package deal? I am fervently against package deal legislation which is one of the failing of the US government, IMHO.
Or vote on them individually? I am not sure how that would be different than what we are doing now, beyond just having the addition of a summary document?
I apologize to those who are familiar with this. =(
I am thinking that I do not completely understand.

No, each individual proposal in the journal would be voted on separately.

The main difference is that the voting period would be identical for all the bills in any one journal. We wouldn't have the confusing situation we have at the moment where one bill might begin its voting period two days and eighteen hours into the voting period of a separate bill. Plus, we would have a formal record.

That would aleviate some of the confusion, but would be a bit more work for all involved.
It would also create much more for the Chamber to consider at one time; instead of being able to stagger our thoughts on the legislation as it comes we would have to focus it all at one time.
Hmmmm....
Perhaps this could be as a joint effort from the SoS' office and the Túischac’h?
All this would take would be an amendment to the Standing Orders, right?
Hmmm.. I can get a template put together if you like?. Perhaps by Friday'ish?
