I hereby formally submit the following bill for official publication, formal discussion and possible amendment, under section 2 of the Standing Orders.
I would note that this is exactly the same text I originally brought to this Chamber. Several different amendments have been suggested to this text, but no consensus has been reached. Those who think it is too liberal - and that we will provoke aggression from other nations for interfering with children unless we keep the under-18s away from formal citizenship - are almost exactly balanced by those who think it is too draconian - and that any restriction on allowing 14 year olds to participate in Talossa could fatally wound this Republic. Therefore, I am presenting this "middle way" bill as it is, and heartily encourage anyone who wants to see something different to present an amendment for debate.
BE IT ENACTED by the Parlamint and people of the Talossan Republic that:
1.The Constitution of the Republic, I.2.5, shall be amended to read:
All those citizens of the Republic of fourteen full calendar years of age or older (hereafter known as “the electors of Talossa”) shall be entitled to vote in any elections and referendums authorised by the Constitutions and Laws of the Republic.
2.The Constitution of the Republic, II.1.3, shall be amended to read:
Every Talossan citizen of eighteen full calendar years of age or older who has fulfilled one or more of the following criteria is eligible for election as President of the Republic:
a.He or she must have been a Talossan citizen for a total of at least three years, or:
b.He or she must have served as a Member of either house of Parlamînt for a total of at least two years, or:
c.He or she must have served for a total of at least one year as any of the following: Seneschál, a Minister, Secretary of State, Mençei, Túischac'h or Justice of the High Court.
3.The Constitution of the Republic, II.3.3, shall be amended to read:
Subject to the Standing Orders of the Chamber of Deputies, any elector of the Republic of eighteen full calendar years of age or older not otherwise disqualified by this Constitution may be chosen as Seneschál or as a Minister.
4.The Constitution of the Republic, II.3.14, shall be amended to read:
The Secretary of State is a civil official of the Republic. The Secretary of State shall be nominated by the President and confirmed in office by a 2/3 majority of a joint session of Parlamînt. He or she shall shall be of eighteen full calendar years of age or older and not be a member of Parlamînt, the Government or the High Court.
5. The Constitution of the Republic, II.4.5, shall be amended to read:
The High Court Justices shall be nominated by the President and confirmed in office by a 2/3 majority of a joint session of Parlamînt. Every High Court Justice shall be of eighteen full calendar years of age or older and have been a Talossan citizen for at least a year. No High Court Justice shall at the same time be a member of Parlamînt or of the Government.
