Once all amendments have been resolved we will move for a final vote. If Deputies have no amendments we will move to final vote.

The Triple-M Provincial Merger Bill from Miestrâ Schivâ

Estimat Túischac'h és Deputats:

The Constitution of the Republic, I.3.5, states in part:

New provinces may be formed by Parlamînt from any territory which may be claimed in future by the Republic under Title One, Article One of this constitution. New provinces may be formed by Parlamînt out of the territory of existing provinces, on the motion of :
a petition of citizens either resident in or assigned to the territory concerned, and with;
the consent of the legislature(s) (if these exist) of the province(s) affected.


I would like to formally present a petition from the following citizens of Maricopa and Pórt Maxhestic provinces, requesting that the two provinces be merged:

Miestrâ Schivâ (MAC)
Txec Danihél dàl Már (MAC)
Eiric Börnatfiglheu (PMX)

I would also like to note that the Province of Maritiimi is uninhabited as of the most recent census. Given this, I submit that it is within the power of the Federal Parlamînt to include it in any provincial reorganisation, as an uninhabited province is equivalent to "virgin territory" as discussed in the first sentence of the above section.

Given all of the above, I present the following bill:

BE IT ENACTED by the President and Chamber of Deputies in Parlamînt assembled, under the authority and according to the provisions of the Constitution of the Republic I.3.5., that:

1. The provinces of Maricopa, Maritiimi and Pórt Maxhestic are hereby merged into a single province under the name of la Provinçù Grült Midziueascâ, or in English, "Great Southern province".

2. The Provincial Assignments Code (Federal Code II.V.1) shall be amended to merge the non resident assignments of the three Provinces mentioned above into a single assignment to Great Southern province.

3. The ISO 3166-2 Alpha-2 and Alpha-3 codes for Great Southern province shall be PG and PGM respectively, and the relevant sections of the Federal Code shall be amended to reflect this.

4. Until a permanent constitution is chosen by the citizens of Great Southern province as stipulated in Constituion I.3.4, the Constitution of the Province of Maricopa shall be the Provisional Constitution of Great Southern province.

5. This bill shall only come into force on its ratification by the General Assembly of the Province of Maricopa.



Benefits

1) This bill will benefit the nation by reorganising provincial government so it means something. It is by no means irreversible. To address the concerns of Justice Verbotten - he started his own province in 1996, rather than just moving into an empty province set up by tradition or by royal whim, and Florenciâ has flourished ever since. No reason why someone else couldn't do so in future.

2) This bill will benefit the nation by curing the embarrassment of empty or inactive provinces. This is not a good look.

3) This bill has already benefited the nation by giving us something to talk about. The crippling fear of doing anything controversial or unpopular is the cancer that is killing Talossa, and I am the chemotherapy. If it fails, it fails, but I am not going to withdraw it - I am going to put it to a vote in this Chamber, after debate, and either way I've done my part.

4) 50% of the current population of the citizens of PMX and Maritiimi have signed the petition for a merger. That's a massive majority in anyone's book, so I don't know what the Seneschál is upset about - it's democracy in action.

5) Notwithstanding that, this bill could be blocked if the population of Pórt Maxhestic (both of them) get up and adopt a constitution and their legislature under that constitution refuses to ratify the merger. This is not mentioned in the bill because PMX is unorganised at the moment. Once again - democracy in action. I think we should send a firm message out of slothful provinces - use your autonomy or lose it.
