This should be sent up as a Proposal for Resolution and then once that is done. Send it off for Presidential assent and then Referendumhood. It would offically binding per se, but since it would be approved by the CoD, the President, and the People going against it would not be in anyones interest and against the will of the stated will of the people.
A Resolution, even one "of National Consensus" does not require presidential assent, specifically because it does not bind anyone or anything. I want this proposed as an actual law so it will bind the Government, so that the Government cannot change national policy on this issue without consulting the directly elected Chamber.
