Considering that my term in this Chamber ends at the next election, it is highly unlikely that I will be motivated to write a grand plan for provincial reform before then. For a start, I feel that two or even three out of the five provinces are working fine - why mess with success? Furthermore, I am unwilling to subsidise apathy. In this Republic, most people think they're doing their democratic duty by being negative, but it always seems to be Someone Else's Job to have *positive* ideas. If any Deputy wanted this bill to go further, they should really have submitted the appropriate amendment during the last phase.
In other words: since the scores are tied 2-2 with one abstention, if you do not change your vote this bill will fail and there will be no provincial reform at all. Do you want that on your conscience? As it stands, I fear that some Deputies have been swayed by voices, outside this Chamber, and we are back in the old Talossan rut of never daring to make a move in case we wake up sleeping conservative predators. That is the death of Talossa.
