Estimat Túischac'h, there is nonsense. There is nothing in the Standing Orders to declare a bill "Dead in the Water". What happened is that those people who wanted to make this a non-binding resolution never got around to proposing a valid amendment to the bill. There is absolutely no reason why, in the absence of a valid amendment, that this bill shouldn't go to Final Vote.
I am happy for amendments to be reopened for 24 hours in the hope that either you or Dieter get your act together and actually propose an amendment - rather than expressing vague dissatisfaction and hoping someone else (i.e. me) will write a valid amendment for you. But if you don't, I am going to request - nay, demand - that this be put to a Final Vote this time tomorrow.

I formally proposed an amendement and nothing was done to satisfiy it.
The Standing Orders are not specific as to what should be done in te case that an Amendment cannot be satisfied.
I am more than happy to extend the Proposal Phase to make sure that this gets resolved and the Proposal moves on.

What do you mean, "satisfy it"? The phrase "satisfy an amendment" doesn't make any sense. You proposed an amendment: if you want that amendment to stand, we should vote on the amendment now, as explained in Standing Orders 3. And then when the amendment has been accepted or rejected by majority vote, we have a Final Vote on the bill either including the amendment or not, as the case may be.

OK, so Amendments are proposed during the 7 day Amendment cycle and then we vote on all amendments that are proposed?

Precisely. And after that comes the Final Vote on the bill as amended, or not as the case may be.
To show my good will, here is an amendment that would change this from a bill to a Resolution - not that I support it, but this will give effect to what you and Dieter were talking about, and I am happy for it to go to a vote and will abide by the final result.
AMENDMENT:
1. That the preamble to this Bill be changed to:
The Chamber of Deputies resolves that the following principles should form the basis of all policy by the Government of this Republic towards the Talossan Royalist regime:
2. That section 8 of this bill be deleted.

When I was rewriting the Standing Orders and came up with this possiblity where the Amendements could not be satisfied, I decided on trying a vote as it currently is in the Standing Orders. The only thing I do not like about it is that if a single party has control of the Chamber there is nothing that any one can do. I do not like 2 party states for this reason.
Alrighty then. I will get this thing up voted on.
