The Senäts shall not exist, and the Parlamînt shall function unicamerally, unless five Provinces of the Republic are eligible to elect Senators under Title Two, Article Two, Section 10 of this Constitution. At that time, the Secretary of State shall call a by-election to elect the first Senäts.


For practical reasons and to avoid future amendmends, the word in bold typeface should be replaced by the word "all".

    Yes, Dp. Seneschál, I know. In fact, once again, I mentioned this possibility at the very beginning of the question of provincial reorganisation - sometime last year - and no-one took any notice of me. Once again, I see things coming, no-one listens, and then eighteen months later people put their hands up and say "Hang on...!"

    The next Chamber will seriously have to discuss a proper, top-to-bottom reorganisation of the Provinces. One of the reasons I was keen for the provincial merger was precisely to provoke this debate. So my work here is done.

    We may be moving slowly, but we're still moving.

    I'm still for a from-the.bottom-up-to-the-top reorganisation (like ever since the 1RC9 debacle), so hopefully and most probably, the coming discussions will not be boring.
