What about an amendment of the Constitution which says that if at election time there are not enough candidates to fill all seats of the CoD, the CoD will be suspended for one term and instead a General Assembly of all Citizens will become the legislative body of the Republic for that term? _________________ - Dieter A long history is fine, a long future is better.
