Civil Honours Bill

Section 1: Hero of the Republic

1. The Chamber of Deputies may confer, by two-thirds majority vote of those Deputies voting, the title of "Hero of the Republic", on any citizen who has achieved national or international distinction in the service of the Republic, its values or its principles.

2. A list of "Heroes of the Republic" shall be published by the Government on the National Webspace.

3. Heroes of the Republic shall be publicly eulogised by the President of the Republic, with the most elaborate rhetorical devices possible, on Talossan Heroes Day.

Section 2: Freedom of the Republic

1. The Chamber of Deputies may grant, by two-thirds majority vote of those Deputies voting, the "Freedom of the Republic" to any person who is not a citizen of the Republic, who for any reason has best exemplified Talossan principles and values, or for comic relief, or both.

2. The grant of the status of "Freedom of the Republic" shall be communicated in written form to the recipient. Communication shall be by ground mail unless such coordinates are not available.

3. A list of "Freemen and Freewomen of the Republic" shall be published by the Government on the National Webspace.

Section 3: Infamia

1. The Chamber of Deputies may condemn, by two-thirds majority of those Deputies voting, an individual or individuals who for any reason whatsoever shall be deemed to have offended against the laws, principles or values of the Republic of Talossa, with the status of "Infamous Villain".

2. Infamia shall never be conferred on any citizen of the Republic of Talossa.

3. A list of "Infamous Villains" shall be published by the Government on the National Webspace.

Section 4: Civil Decorations

1. The President of the Republic may award, on the advice of the Seneschal, a decoration to be known as the Medal of Merit, on any deserving person who in his/her judgement has distinguished themsleves in their public or private lives, or for any other reason he/she may see fit.

2. The award of this decoration shall be by Proclamation.

3. The government of the Republic may raise funds for the design and manafacture of a suitable physical artefact of each decoration.

    A slight rewrite/reorganization follows:

    Civil Honours Bill

    I - Parlimentary Recognition

    The Chamber of Deputies may confer, by two-thirds majority vote of those Deputies voting, the following recongnitions on any citizen who meets the associated qualifications. The Government of the Republic may raise funds for the design and manafacture of a suitable physical artefact of each decoration or state of recognition. A list of those who have been 'Recognized' shall be listed on the Republic's website for all to see.

    Section 1: Hero of the Republic

    1. Recognition as a "Hero of the Republic" may be bestowed on any citizen who has achieved national or international distinction in the service of the Republic, its values, or its principles.

    This award should be the Republic counterpart to the Talossan Për la Naziun. In this way, when reunification comes about, it will be easy to slip these people into the ranks of all the others so honored over the years.

    I also believe this award should be, in addition to the two-thirds majority of the Chamber, be ratified by at least a majority of the people in referendum - perhaps two-thirds?

    The criteria of the award should be that of someone without whose in/direct intervention, the Republic of Talossa would not exist today.

    I believe three people fit this criteria:

    Bill Cooper, if no one else.
    Chris Gruber
    and Michael P.

    It could also be argued that through her obsessive diligence at keeping things going, Miestrâ Schivâ should be added as well.

    I have no real problems with this. We may want to include the naming of holidays as well in this sort of legislation. I am not sure if we have specific legislation for holidays specifically. I will have to check.
