Dieter N Vercáriâ | Sorry. I've been pondering The Finance (Webspace Nationalisation Bill) of 2006 (referred to as "the law" in the following paragraphs) that has been adopted by the Chamber of Deputies for a while now, and I haven't come to a conclusion.
Code V,4.5, mentioned in the law, says: "The Minister of Information is hereby comissioned to provide an Official Report on how best to compensate the current legal owners of the above domain names and webspace, and on how the Republic might continue to maintain domain registration and webhosting in future. This report shall in particular discuss whether registering the Talossan Republic as a non-profit incorporated society would facilitate these issues."
I ask the Deputies to explain whether this law is supposed to be the Official Report that has to be provided following Code V,4.5.
If it is so, I would recommend that the law explicitly says that it is supposed to become null and void after its purpose has been achieved.
If this law is meant to be reusable, then I would recommend that the Deputies make it less specific where a certain amount of American money is mentioned, thus the law doesn't have to be amended whenever the domain registration fee is altered by OnlineNIC (or any other NIC registrar).
Anyway, before we go any further, please explain. This could be done right here, right now in my office, by a spokesperson of the Cabinet. I need this explanation to be able to decide whether I will follow Const II,2.32 (assent) or Const II,2.33 (i.e., pass the law to the High Court for further legal examination under the assumption that it is badly written).
