This was of course a misprint Code V,4.1.5. Personally, I think the SoS should give up this confusing codification scheme since everyone gets the numbers wrong. :)

No it doesn't. That section was repealed by 4RC3, the Revised Webspace Nationalization Bill, which you assented to on December 2nd last year. Perhaps the Secretary of State has not updated the offical archives yet, but I am surprised that you don't remember the amendment you signed into law one month ago.
