This report shall in particular discuss whether registering the Talossan Republic as a non-profit incorporated society would facilitate these issues."

> No it doesn't. That section was repealed by 4RC3, the Revised Webspace Nationalization Bill, which you assented to on December 2nd last year. Perhaps the Secretary of State has not updated the offical archives yet, but I am surprised that you don't remember the amendment you signed into law one month ago.
This is why the SoS should try to update the official archives as soon as a law is to be promulgated, thus everybody can read what we're up to, when it is neccessary to do so. I and possibly others, too, don't tend to learn our legislation by heart. I'm quite happy to know where I theoretically could find our laws, if they were up-to-date. If this is a shocking revelation, so be it. ;-)
Btw., in this context I'd like to urge all Senescháls, past and present, to take a careful look at Const II,2.36. Thinking about it, in absence of an acting SoS, the Seneschál might as well ask the Minister of Information to help out. Do you think we'd have to amend a law for this?
Thanks for the clarifications, though. Please provide a corrected copy that is quoting the appropriate paragraph of the Federal Code (thus the law will read like it was intended to, if it would eventually be promulgated), and I'll give it a second glimpse.
