Purpose Pursuant to Federal Code V.4.5, the total amount of revenue to be collected shall be no greater than US$89.90 (EIGHTY-NINE UNITED STATES DOLLARS AND NINETY CENTS), comprised of the following: Costs of transfer of domain registration with OnlineNIC, domain name registrar-US$ 89.90 (EIGHTY-NINE US DOLLARS AND NINETY CENTS) 2. Collection of Revenue a) The Minister of Finance shall maintain a PayPal account in the name of the Republic of Talossa for the purposes of collection of revenue. b) The President of the Republic and the Seneschál shall be added as users of this account in such a way as they shall be informed automatically of all income and expenditure made on this account. c) The Minister of Finance shall commence the collection of revenue on counter-signature of an Executive Order which shall cite the specific legislative authorization for the collection of the revenue, as well as the procedures for the collection of the revenue that are contained in the Act. d) The collection of revenue shall be terminated two calendar weeks from the date of the counter-signature of the Executive Order authorizing the commencement of the collection of revenue have elapsed, or when the total amount of revenue collected is equal to or greater than the maximum amount to be collected as stated in section 1 of this Act, whichever is earlier. e) The Minister for Finance shall create a web page on www.talossa.com to allow citizens to make contributions via PayPal, and shall publish the URL of the web page on Wittenberg. The Minister shall also send an email reminder to each citizen informing them of the URL of the contributions web page. This page shall be disabled when the revenue collection is terminated per section 2(d) of this Act, and the Minister shall publish an official notice on Wittenberg to this effect. 3. Individual Contributions a) The minimum individual contribution shall US$ 10 (TEN US DOLLARS). The maximum individual contribution shall be US$ 20 (TWENTY US DOLLARS). b) Any contribution received that is less than the minimum contribution level shall be returned. Any contribution received that is greater than the maximum contribution level shall have the excess amount returned, less transaction charges, if any. c) No details of any individual contribution shall be made public by any person without the express written authorization of the individual citizen concerned. Only those persons specifically authorized by section 2(a) and 2(b) of this Act shall have access to the information contained in the Republic of Talossa PayPal account. 4. Expenditure No expenditures shall be made from the Republic of Talossa PayPal account without authorization via Executive Order, which shall contain the following information: (i) the total amount to be spent; (ii) the party to whom the amount is to be paid; (iii) the specific legislative authorization for the payment; (iv) a certification that there are sufficient funds available in the account of the Republic to honour the payment; 5. Reporting of Revenue and Expenditure Once the collection of revenue per section 2(d) of this Act has been terminated, the Minister of Finance shall prepare a report for Parliamînt detailing the following information: (i) The total amount of revenue collected; (ii) The total amount of transaction charges, if any; (iii) The average contribution per citizen, calculated by dividing the total amount of revenue collected, less any transaction charges by the total population of adult citizens; -this report to be presented to a Joint Session of Parlamînt within seven calendar days of the end of the collection of revenue. 6. Penalties Any person found guilty by the High Cort for wilful violation of any provision of this Act shall be sentenced to a minimum penalty of being made ineligible to occupy, seek election to or be appointed to any public office for a period of one calendar year from the date of conviction, and a maximum penalty of being stripped of Talossan citizenship for all future.
